EKBS to Offer the US and Russian Governments a Technological Cooperation Initiative in Armenia
With the publication of “The Anticipation - Preview Excerpt” on 19 October 2026, EKBS opens consideration of a $30.5 billion technological ecosystem investment plan in Armenia, envisioning a technological city in the Silicon Mountains with potential long-term cooperation between the United States and Russia.
EKBS offers a $30.5 billion investment plan for the US Government to commence cooperation on four projects in Armenia - A $15B technological city in the Silicon Mountains ecosystem as a second brain to Silicon Valley, $13.5B for 6-8 small modular nuclear reactors with annual energy generation of 15 TWh, $1B for 10-12 years of nuclear fuel trade cooperation with Russia's Rosatom, and $1B to stabilize Armenia’s natural ecosystem by greening its south-western areas.
EKBS notes the importance of bringing USA-Russia cooperation to Armenia through this project in its paper, "The Anticipation - Preview Excerpt".
At the center of the EKBS investment plan is a proposal for the first technological city to position Armenia as an advancing high-tech ecosystem and a second brain to Silicon Valley in Eurasia.
With Amazon recently expressing readiness to invest in Armenia, and given Armenia’s current opportunities, EKBS envisions an expanded technological city with data centers across Armenia, where energy plays a key role in the anticipated development. According to the paper, 6-8 small modular nuclear reactors would increase Armenia’s energy potential and reduce reliance on gas-fired and hydroelectric generation. The paper proposes reducing high levels of gas-fired electricity generation to help prevent the associated air pollution. It also anticipates reduced pressure on water resources, allowing winter snow and mountain ice melt to replenish water levels after 2036.
The envisioned impacts extend beyond the construction of a single city. In "Anticipation - Preview Excerpt," EKBS positions Armenia’s ten provinces and Yerevan as "eleven coherent units working in synergy," aiming to bring the provinces and the capital, Yerevan, into one integrated framework in which every region develops its technological potential.
"We believe this project has the potential not only to advance Armenia’s high-tech development, but also to bring the USA and Russia together through trade cooperation agreements. This may strengthen ties between these geopolitical giants and, we hope, encourage long-term cooperation and eventual agreements on peace."
- Says Mike Hackobs, EKBS CEO.
EKBS notes that the "Preview Excerpt" is part of the broader "Anticipation" document, which covers three Modules: SI regulation and measurement, energy optimization, and the technological city in Armenia proposed to the US Government. The full "Anticipation" document will be published by November 1, according to EKBS.
